GOVERNATLAS / PRODUCT DOSSIER

Fairlearn

Fairlearn documents a Python package for assessing model fairness and applying mitigation techniques.

THE DOCUMENTED SCOPE

What the current evidence describes.

Source-attributed capabilities and limits. Inspect the full record before drawing a conclusion.

first party asserted

The project explicitly treats fairness as a sociotechnical challenge, notes that metrics omit aspects such as due process, and warns that fairness metrics cannot all be satisfied simultaneously.

01 / CONTEXT & SCOPE

Understand the proposition.
Define the boundary.

The decision to make

Treat fairness as a context-dependent review rather than a single optimization target. The project explicitly distinguishes sociotechnical concerns from quantitative metrics. Ask reviewers to name the harm, the relevant groups and the reason for each comparison before an algorithm is allowed to optimize toward it.

What this record does not establish

Metric improvement does not establish justice, due process, legal compliance or the absence of unmeasured harms. Confirm the package and notebook revisions; development examples may differ from released versions.

02 / YOUR EVALUATION

Turn interest into a useful trial.

Open the evaluation playbook ↗
A

A test worth running

With synthetic non-personal routing records, compare two models under fixed group definitions and more than one justified metric. Retain a disagreement between metrics and an underrepresented group. Have the responsible reviewer explain the trade-off without turning a mitigation result into blanket approval.

GovernAtlas editorial proposal. We have not performed this test.

B

Evidence to bring back

  1. A context/harm/group/metric rationale with versioned inputs.
  2. A model comparison retaining conflicting metrics and small-group uncertainty.

THE OPERATING DETAIL

Compare models without reducing fairness to one number.

GovernAtlas analysis: practical review considerations, not findings from a product test.

Name the harm first

Choose a fictional allocation or quality-of-service concern and identify which groups may experience it. Explain why the selected measures speak to that concern. Retain a written account of what is absent from the dataset, including process issues a model-level metric would not capture.

Keep competing measures visible

Compare a baseline and an alternative on the same held-out cases. Present task performance and relevant group measures together, retaining a case where improvement under one definition accompanies deterioration under another. Ask the responsible reviewer to document the trade-off rather than selecting the most favorable chart.

Make the comparison reproducible

Pin the installed release, notebook, dataset split and mitigation settings. Re-run a small synthetic example from those artifacts. A notebook from a development branch may differ from an installed release; the review record should identify which implementation actually produced the retained result.

03 / DOCUMENTED EVIDENCE

Read the claim. Inspect the basis.

Each statement retains its classification and preserved source. A vendor assertion is not an independent test result.

04 / BEFORE YOU COMMIT

Better questions.
A clearer decision.

Resolve these with the provider and your own evaluation team.

01

Can you provide a context/harm/group/metric rationale with versioned inputs for the selected configuration?

02

Can you provide a model comparison retaining conflicting metrics and small-group uncertainty for the selected configuration?

03

Which exact version, entitlements, data paths and responsible roles apply?

Regulatory applicability requires a separate, current determination. Inclusion is not certification.
